Forever21 has a lot of great choices on dresses, They usually are in the price range of $15-40, which is pretty decent. You could also try Charlotte Russe, Love Culture, or H&M, all are very up to date on current styles and have lots of variety to choose from.

You could always try macy's. they normally have some nice things and if you go to the clearance rack it is not that expensive.

Delia's all the way! They have some extremely cute semi-formal dresses for sale right now(at least online). My favorite is the Allover Silver Sequin Dress.

Try Ruche, they have adorable dresses for fairly cheap. If not, H&M or forever21 are good places to look.
